The proposed restriction of academic freedom to areas of "academic expertise" is a pernicious idea. First, it proposes a narrowing of freedom in order to protect that bit, and circumscribe the rest. Second, it brings in arguments over expertise, legitimacy, and speaking rights per "expertise". Guess where this goes when matauranga maori is being debated? The "expertise" becomes ancestry and mystical transmission of knowledge, and others - engineers, biologists, astrophysicists, sociologists god help us, philosophers of science or knowledge are not allowed to comment. Because it's not their area of expertise. For every one of these restrictions it pays to think "how would a bad faith actor exploit this?" and then take it 3 further steps down the analysis.
