There is an entry fee to enter and climb the stairs of Loha Prasat, but its free to walk around it.

Hint - your suggestions about what is easy (using public transport) and hard for tourists are a little off - Terminal 21 Rama 3 is not so easy for tourist but the original Terminal 21 is right at a BTS station. Also Icon Siam and Asiatique both are very easy for tourists - from Taksin pier both have free boat transport - Icon can also be reached with a BTS extension. No need for taxi to Asiatique if you don't wish (and traffic can be much more trouble than a boat ride during peak hours)
