When Jesse (Jason James Richter) is trying to find his friend Perry in the aquarium, he sees the orca whale Willy and it scares him half to death. But then he is amazed with how magnificent of an animal he is. Then Jesse sees the cops chasing after him, gets arrested, and pulled into the station where his supervisor Dwight (Mykelti Williamson) is getting fed up with Jesse and his juvenile behavior. He's then told that his punishment is to clean up every single bit of the graffiti mess he made. Jesse then asks if Dwight heard anything from his mom, and he tells him that nobody has seen or heard from his mom in years.

The one thing that bothers me in this film and the second film is why Jessie’s Mom never came to see him before she died.

Yeah. She left Jesse in Portland, OR and went all the way to NYC(coast to coast). Seems like she wanted to get as far away as she could without leaving the country. Then Jesse finds out he has a half-brother named Elvis. Jesse became upset because she abandoned him but then she had another kid but kept him. Dwight did say that Jesse's mom didn't want to be found. But Elvis gave Jesse an old photo which had both Jesse and their mother in it. Elvis confessed that their mom talked about Jesse all the time and felt awful about what happened.

I know this scene too well: one, he have no business being outside in the middle of the night, two, breaking and entering, robbing people for money. The other, no home!

Can’t Forget Theft he also stole a cake and some leftover food I don’t know the charges would be on the leftover food but for the cake that is a felony right there

This movie was a good movie an outstanding performance. Jesse gets arrested terrible to go through that I remember going through that lucky my uncle's a police officer. I almost been arrested by my uncle very close for stealing money by mistake I did not get my easy way out. Cuz I struggle through up my days since my mom got divorced with my birth father. Turn me upside down.

From what Dwight's saying, it sounds like this isn't the first time Jesse has run off. Dwight warns Jesse if he does it again, he's not helping and Jesse will be put in juvenile hall. Jesse has no choice but to go along with the foster home arrangement. His only hope for getting out of it is if his mom comes back for him which is why he asks Dwight about her. Dwight tells Jesse to accept the fact that his mom is not coming back for him.

This funny scene reminds of the 1992 Kid N Play comedy Class Act with Jason James Richter aka Jesse in the Blade Brown role and Mykelti Williamson aka Parole Officer Dwight in the Parole Officer Reichert role in the the prison scene and fun fact: Richter, who portrayed Jesse in “Free Willy” and “Free Willy 2,” was arrested for misdemeanor domestic violence in 2018 so more the same thing to his role in the first one made in 1993
