When I went to France, I was told that you have to eat a baguette fresh. If you don't, it goes stale and hardens enough so you can use it to club some one to death. Guess this fits that statement.

Japanese schools usually have their own student safety committees ran by the students themselves, not too different than student government. Now, BC Freedom, the Girls Und Panzer school presented in this short, is an interesting situation, even in the GuP universe. Apparently, BC Freedom has a deep wealth gap and social class division, split between two sides: Escalators (rich kids) and Examination (middle to poor kids). Why the girls would fight over Takoyaki and Baguettes is beyond me, but from what I gather, it’s a social and culture conflict. In this instance, the Escalators are more European-oriented; they will eat and dine like Europeans, even eating French food and behaving like French people. By contrast, the Examinations eat and dine like [their culturally original] Japanese culture; their mannerisms and food are Japanese, hence the takoyaki. Why the parents/adults do not intervene or uphold no involvement in quelling the infighting is beyond me too, which is utterly farcical if this happened in real life. I know if I was the headmaster of that school, I would immediately expel and arbitrary transfer the troublemakers to other schools, making sure they not only never meet each other again, but serve as an example to the other students who would think about misbehaving.

Unfortunately, BC Freedom is a girls-only school, and the only males seen on the school-ships themselves are adults and parents. The exclusion of teenage and young adult males is rather deliberate, according to GuP lore; the school-ships are designed for female students to practice Senshado (Tankery) with the least amount of distractions as possible, especially the opposite gender. Even a ‘war-torn’ school-ship like BC Freedom wouldn’t allow it. Offshore, however, that’s a completely different story.
If this anime was issued after 2018 they would have GOT to put yellow vests on the protesters. But as a french myself I agree that this is the most normal day in my country
