What I think happened here is that whoever was doing the reversal of this print from 16mm to the master tape got distracted somehow, and didn't stop the process as the cartoon ended, resulting in the reversal of the print's foot leader. Usually PD tape producers avoid any unnecessary use of record time, to save money up on tape length when making the VHS. So this is surely an unintended error.
Kid Pics actually weren't that prone to skimping on tape length, they usually used T-30s (even though a typical set of four cartoons is 27-28 minutes, not a full 30). In the '80s it was cheaper for these companies to buy standard lengths like 30, 60 or 120 minutes rather than making custom orders. It wasn't until the very late 80s and into the 90s that the companies started cutting down their tape length as much as possible.
