33.34% is the shatter cap for all spells considered frozen to be 100% crit chance but u definitely don't need this. Going out of your way to stack this much crit and losing out on other stats probably is worse, I'd say your haste is a bit high I'd probably opt for a bit more crit. Note: Mastery is only good if you have Hailstones talented.
