Not as simple as that, 2nd most powerful position in the EXECUTIVE and can have an important role in a 50/50 Legislative decision as the VP has the deciding vote. And so on and so on. In VP Harris' case as she was given the job (named the Border Czar by Biden & all the media), by the President of sorting out the border crisis, i.e stopping illegal immigration, she would have certain authority i.e powers to do the job the President wanted.

I’m an older American. This speech ranks right up there with FDR, Truman, JFK and Obama. I was initially concerned when Biden bowed out but I was impressed with her VP pick and now I’m thoroughly impressed with Harris and I know that she will make a good President.

That's the best speech I've ever heard. I hear truth and sincerity in her words which is something coming from a politician. Maybe there is hope for the human race.
