In this video, you'll learn how Domain Name System (DNS) services allows a network user to reach a device on the Internet by only specifying the device's Fully-Qualified Domain Name (FQDN). Specifically, DNS can take an FQDN and translate it into an IP address, which can then be routed.

So, authoritative name server is potentially on premise? Or maybe a better word is owned by the owner of the domain? For example, if I started a Windows domain in my home, spun up a Windows server and configured DNS, would that server be my SOA?

IP addresses are easier than DNS:) soon we will need a IP server to resolve the DNS, joking thanks Kevin I love your videos but this one out of scope for me.
