@@Achonas For non-Germanic and Latin ESL, R is the hardest sound to make. Most ESL either turn it into a W or L because it's easier for them and still somewhat gets the pronunciation across. I assure you, they are not purposely talking like children, they are just newbies to English. The only thing they may be doing is pitching their voice up. Almost all of the Hololive girls started with that because they wanted to come off as cuter. They eventually drop it once they get more confident and comfortable. Even Calli did it, go watch her debut.
