Canonically, inklings/octolings charge their specials from "strong emotions", meaning that neo agent 3 charging a splashdown out of sheer annoyance is a genuine possibility from a lore perspective.

I love that Little Buddy decides to join in on the xylophone. That's cute! Also, given the other choices in this series, glad I'm not the only one who hears this as a bit of a troll song. The vocals even sound a bit like the vintage "Trollolololo" meme.
