You can use any color but avoid water color if your cardboard absorbs more water. I would suggest to use spray paints. Preferably gold and silver combination.

Just draw the design on a cardboard piece and cut it just like a paper. If you are not good at drawing, get some pics from Google and trace it and then cut the same.
