Correct, the drill does not have a break but the cable winch assembly does. When you release the trigger on the drill the cable winch assembly has a built in friction disk brake that stops the load wherever it is. This is the main reason we use this intrinsically safe configuration over an engine or electric motor with a pulley configuration. The load will never drop unexpectedly.
