I believe around the time of this episode the Japanese Voice Actor for Emporio Ivankov was replaced due to the Original caught doing something indecent in public or something like that.

I don't think Ace regrets not listening or that Garp was right in asking them to join the navy, seeing as they a) do a lot of evil things that Ace wouldn't have wanted to be complicit in and b) likely would have killed Ace the second they became aware of his parentage even if he tried to join them. He's not being executed for his piracy (Crocodile, who arguably spit way more publicly in the navy's face and undermined them by abusing his position as a warlord to try to take over a country, is rotting in impel down, and Ace's only crimes on screen thus far have been fighting other criminals and dining/dashing) or even necessarily his potential (he's absolutely very very strong and could be a force to be reckoned with, but frankly a lot of the other supernovas pose a similar threat). They didn't even have to make it public if they were worried about him growing stronger, could have quietly executed him. Literally the only reason they're having this public show execution for him and doing a really risky, honestly very crude/stupid/pointlessly barbaric political maneuver to make it happen, is to demonstrate to the world that they could finish what they started with Gol D Roger. They killed an entire town of mothers and infants for the possibility that Ace *might* have been conceived, and his parentage coming to light would have put him in a lot of danger; the idea that he would have been safe with them is overly optimistic at best and delusional at worst. They executed Tom for building a ship for him, and even though he almost evaded that sentence, it's ultimately what he dies for. They indirectly killed his mom and would have killed her if not for what she did, and in the manga we see even more proof of them being willing to enslave or kill people for being from a politically inconvenient place or family or just generally being willing to abandon their soldiers. Garp hopes for better because he was allowed to be safe, but its important to remember that he became a Navy hero BEFORE Dragon became a revolutionary and Sengoku tells him "The only reason you're not suffering the same consequences as your family is your (preestablished) position", so if those kids came up to them as fresh recruits and got found out before they made themselves too valuable to lose (if that's even a thing: they're willing to risk losing countless crazy talented recruits in the summit war to kill roger's son so they're probably more than willing to kill just one person), Garp wouldn't be able to protect him. Ace is upset seeing Garp cry because he does love Garp as a grandfather and it hurts seeing him breaking down over his impending execution, but remember: he says when talking to Garp in Impel Down that he and Luffy probably wouldn't have been allowed to be/keep being navy soldiers on account of the Navy being willing to kill them just for being born to their respective dads, and he's probably right in saying that. Garp's hope for those kids to be safe by joining the navy is wishful thinking that involves a certain amount of denying reality, putting his faith in the ideals of "fairness" of the navy being willing to give them a chance for loyal service when most people higher ranked than Garp like Akainu or even Sengoku would want to kill them just for being tied to their parents even if they weren't pirates, and it'd force them to be complicit in a lot of evil (trying to defend the slave owners at Sabaody, participating in the buster calls or suchlike) so they wouldn't want to stay. They've both been doomed to persecution the moment they were born, and in this world where everyone who isn't like, born a noble or royal has a kind of miserable life, choosing piracy, even though its dangerous, is pretty much the only way for them to try and chase their dreams or have some kind of agency. And again, they all but KILLED ACE'S MOM. That alone is a good enough reason for him to want nothing to do with them.
