Not that I'm a political sympathizer to the minister, because I'm not, but I think the most obvious 'peer review' process would be one that does not deviate from the fundamental meaning of the word(s). When on the bench, the judge had superiors and colleagues on the same qualification level as he was or higher; there surely must've been some behavioural observation, differing points of departure and conclusions and most importantly, fundamentally corrective pieces of advice as is invariably consistent with constructive friendships and acquaintances. Academic peer reviews are, however, seldom written by one's actual friends yet the judge still finds himself elected, not appointed: Go figure!
