You wouldn't see V8 GAZ-24-24s on the road at all. They were not used for standard KGB arrests. They were to escort the General Secretary and other important politicians on parades and were also supposed to be used as pursuit vehicles but car chases were not regular in the USSR, especially ones that would require high performance chase vehicles.

I've got one in 1998 for around $300. 1978 year 5.5 v8 automatic. It was considered a piece of trash at the time. Scrapped it in 2001 for a little discound buying a new Lada Niva. Wish I'd keep it, they cost fortune now.
I think the easiest thing to do (although it is not as cool) is to buy the peasant version with the 4 cylinder engine and then swap a V8 into it. Of course, that way you don't get the KGB heritage with it :p
