A few details. The seats are distributed proportionally between the parties that clears the threshold. So not exactly proportional to their share of the vote. Also there is another way to get in by getting at least 12% in one single constituency. That way the party may get a share of that constiuency's seat.

The 4% threshold was introduced in 1974 in The Instrument of Government reform. The aim was to avoid the fragmentation of the elected house and aid the formation of stable governments. According to "Chapter 3. The Riksdag", article 7, in the "Distribution of seats among parties" section states the following: "Only parties which receive at least four per cent of the votes cast throughout the country may share in the distribution of seats. A party receiving fewer votes, however, may participate in the distribution of the fixed constituency seats in a constituency in which it receives at least twelve per cent of the votes cast." Much countries on Africa have not stability, because bad quality life. But good quality life starts from good connection , and good connection starts from mobile network towers. I knew that Sweden have best safety and health standards for communication systems. If Sweden government will be interesting in creation stable and safe environment in Africa, it could be possible cooperate with United Nations,Africa Union,other important organisation in questions 1) Responsible technologies for mobile towers control 2) creating correct map with location mobile towers for each African country for all country coverage 3) high minimum standard for mobile companies in Africa 4) high minimum standard for each mobile tower 5) good quality materials with good prices that could be used for creating all coverage mobile towers. 6) good planning and organisation between different countries and organisations .
Fun fact about our elections here: Our elections are VERY secure from the perspective that it is extremely hard to tie a vote to a person. From a personal integrity perspective things are tip top. Something that is less good is that anyone is allowed to vote even without a valid ID. You can use an expired ID or you can bring someone with you to attest that you are who you say you are and have a right to cast a vote. This is good because it makes voting easier, but bad because it could be misused.
Dear swedes with "undesirable opinions", do not vote via post or internet. Vote election day where people check so that no votes "mysteriously disappear" in the mail via....well, we all know dont we ??? and dont worry dear platform, I KNOW you dont like this kind of stuff, but this is concerning whether or not Sweden wishes to call itself a democracy in the eyes of the people that live in it....or not. So.... returning now to my two year break from anything political.....hehe
