For one, Ei killed Kapatcir during the Archon War, and sealed the Thunderbird's remaining power on Seirai Island. I'm not too sure about the lore of Inazuma, but as far as I know, Watatsumi Island was Orobashi's territory, while Tsurumi Island was Kapatcir's. Kapatcir was killed on Seirai Island, not Tsurumi. Not only that, but she didn't care about the tribe that lived on the island. They made sacrifices to her purely because they thought she would keep protecting them if they did. The only human she took a liking to was Ruu, if I remember correctly.
