You are right this was their only copy of this manuscript and it is not still available for viewing on wiki and anywhere else online. This monument was to help with rebuilding after a disaster, if people are listening to a giant rock they do not have phones and would keep their local population to 600k not the world population. Honestly, it's probably just stuff that relates to whatever the inspiration was for the person/people who paid for it... They thought it wouldn't be opened for a long time, so it would have more significance to people in the distant future. Now, it's pretty much ruined.
It was up because of freedom of speech and private property. The land was gifted to the county by the previous owner, and it brought in thousands of tourists every year, which is business for the rural area it was in. So, yeah, they protected it. It's not because of some conspiracy.

Well, I think they were more concerned with future attempts to blow them up again, but possibly with tourists present next time. So, they didn't want to take the risk, because they have been vandalized with graffiti and paint and stuff countless times before, saying they are Satanic or part of a NWO.
