No it’s not. You can apply straight with your residence permit. Though there are permits that are blocked to Naturalization. These include § 16a, 16b, 16d, 16e, 16f, 17, 18f, 19, 19b, 19e, 20, 22, 23a, 24, 25 Absatz 3 bis 5 and § 104c. They’re mostly student , job seeker , refugees and asylum seeker residence permits.
