Since we are talking about lightweight, Tank should fight Shakur in a 16 by 16 foot (18 by 18 foot max) ring, then Shakur wouldn't have the necessary room to run away. This is how the business of boxing works. Bob is going to feed Loma to Tank first because (1) Loma is on his last fight and he wants to make as much money on it as possible before the gravy train gets decommissioned (2) Bob thinks Loma has a chance to possibly eke out a decision which would also bring Tank's belt to Top Rank and give Bob all of the Infinity Stones (3) if Loma loses, it sets the stage for Tank vs Shakur (which Bob definitely thinks Shakur can win) (4) the possibility of Shakur vs Tank for unification raises the profile of that fight and makes it something that Bob would consider a money maker thus a win-win of Shakur decisions Tank. The only real reason Tank vs Loma couldn't happen sooner is that Bob was clear that he didn't want it because it wouldn't have made him enough money back then and PBC didn't want it because they were still building their asset in Tank. None of them will risk an asset just for the possibility of winning a fight at the expense of making the most money possible and getting the biggest feasible ROI. All of the promotional companies are trying to get the most money they can get out of every promotion. If they think a fight will only make 10 million now but it could make 50 million later, best believe that fight won't happen until later. The fighters can't make a promotional company make a fight that doesn't put enough commas on that bottom line.
