Those "government resources"... the actual government could not give a damn about the distribution of the resources, yet we have Nomatriquency always ready to perform the job of SARS, The Treasury and the Auditor General in these government hospitals. How differently would Eskom, SAA and many other parastatals be managed if SOMEONE cared just the slightest about those government resources?
