If you’re over the age of 12, it’s highly likely that you fall into the category of people who need to purchase a fishing license, whether you live in Oregon or not. The only time this doesn’t apply is if you’re fishing on private property, or if you’re eligible for an Oregon Disabilities Hunting and Fishing Permit.
The type of license that you need to buy depends on two main factors. The first is whether you’re a resident of Oregon or not. You count as an Oregon resident if you’ve had a registered address in the state for the past 6 months. This also applies to military personnel on active duty here and full-time foreign students enrolled at an Oregon college.
Otherwise, you’re considered a non-resident. Both residents and non-residents can choose between separate hunting and fishing licenses, as well as combination licenses. These can be purchased for periods as short as a day or as long as a year. Just keep in mind that a range of licenses are available for residents only, such as the Sports Pac license.
The duration of the validity of your license will affect its price. Single-day licenses are your most affordable option, whereas an annual license is a more cost-effective choice if you get out on the water often. There are also price differences between resident and non-resident licenses, so make sure you’re choosing the right one.
Fishing licenses can be purchased online or in person at local ODFW offices, major retailers like Walmart, and any hardware or bait and tackle store.
When it comes to fishing interstate waters, such as the Columbia River, Oregon has reciprocal agreements with Washington, the only coastal US state it borders. This means you can fish bordering waters if you’re carrying an Oregon fishing license. It doesn’t apply to all waters or stretches of the river, though, so make sure you’re consulting the Oregon Department of Fish and Wildlife website.

As a newcomer I have no idea where the Columbian basin is rivers are or where the rogue south is and the website for the license doesn’t show a map super confusing.

Hi Huy, thanks for watching! The Columbia River Basin covers the northwestern part of Oregon, while the Rogue River is located in the southwestern part of the state. In order to fish the basin, you'll need to get a "Columbia River Basin Endorsement" along with your angling license. You can learn more about it here - myodfw.com/articles/who-needs-columbia-river-basin-endorsement (there's also a link on this page that will direct you to where you can buy one). To the best of our knowledge, you generally don't need any additional endorsements in order to fish the Rogue River (beyond the standard Oregon fishing license). However, depending on the species you're targeting, you may need additional permits or tags. To purchase your fishing license and any required permits or tags, you can visit the Oregon Department of Fish and Wildlife's website at odfw.huntfishoregon.com/login, or go in-person to any ODFW office, or a licensed agent (such as a sporting goods store). Oregon residents who are disabled veterans (with a rating of at least 25 percent) are eligible for a FREE combination license that includes hunting, fishing and shellfish licenses and a Columbia River Basin Endorsement. Also, both resident and non-resident hunters and anglers (veteran or not) may apply for a FREE Oregon Disabilities Hunting and Fishing Permit, which includes clam digging. This free permit does not replace a hunting, fishing or shellfish license. Apologies for any confusion!
