Randomness is one of the easiest things to implement in software. There's not a bug with the role selection. It's just an illusion. Play XCOM to experience the illusion firsthand :D
I don't understand how it can be linked to AU role selection when normal AU doesn't have all these roles. Like I get that you can use it to decide how often someone should be crewmate but how do you decide which crew role they are? And how do neutral roles fit? (If these are dumb questions I'm sorry, I just don't know anything about computing)

1:19:07 I'm 99% sure that town of us role selection was implemented while base game role selection was still bugged and they just used the same generator from that Then when they fixed role selection in vanilla, they never updated town of us role selection, so they have no idea how the bug was fixed / they don't understand what was wrong with the original generator function / they didn't automatically import the live generator and instead just directly referenced the code for the original generator Some mods clearly either built their own generator OR used the later, fixed, base game generator

Hafu cleared herself to 5up by saying that "something" happened to him, and he definitely wasn't med shielded, so the only other thing that a crewmate can do that is visible/noticeable is being teleported, thus she had to be transporter. It was said in an earlier round and everyone else missed it somehow.
