Yes using ISP , but not very convenient: Generate hex file from Keil/ IAR and convert to .bin using srec_cat.exe, then feed bin file to Nuvoton Numicro ISP programming tool (V3.05) , Connect PL2303 to Nuvoton minimum board Tx Rx and +5V ,GND (board will get powered by the 5V coming out of PL2303) . Choose UART and COM port in the ISP software, Press Connect on software , and toggle VCC on board (Vcc wire from PL2303 to board => disconnect=>connect), chip will get detected , then program the APROM, Reset and Run.
