Samuel Brewer was the original flag maker for the Philadelphia Depot. He continued into the Civil War for a time but others from that city picked up afterwards by Horstmann Brothers, Evans and Hassall and William Schieble. Horstmann's were the largest militaria makers before, during and well after the Civil War into the 20th Century.

Union designating flags began in 1862 under George McClellan. This was a very complicated system that went from corps down to regiment. This was replaced by the Butterfield system in 1863 which was corps, division and brigade only and that system was modified later in the war but would be in essence the same.

The carrying of two flags by US units started with the Blue Book of Baron Von Steuben. This would change a couple times in the 19th Century before the Civil War through the several drill manuals from two to one and back to two flags - National colors and regimental colors.

The 1861 US flag regulations stated silver embroidered stars. Embroidery was too time consuming to do so they went with gold paint instead.
