In Los Angeles there are patrol areas where certain officers respond to calls and do their duties. So a shooting could happen in one patrol area and another patrol area can be taking care of this because maybe It's a low crime area and this is the type of petty crime they get. It was stupid to go into the LA River and I don't know what they expected, It's dangerous and trespassing.

Complete waste of resources. I'm still struggling to understand why the LAPD would get involved. It's a crime to float down a river at your own leisure? Not to mention the relentless searching of the raft, and their personal belongings. They were going at it like they wanted to find something to charge them with. Then again its LA, it's a shit hole. One of the many reasons I moved out of communist California.
