Using WLF equation Tg can be calculate.

Tg is the temperature at which polymer shows segmental mobility (a part of the chain moves) where as Tm is the temperature at which polymer shows full chain mobility (whole chain moves), since mobility of whole chain requires more energy (heat or temperature) than mobility of small segment of the chain so Tm is always higher than Tg.
