You need to do it, Check out this video. ru-vid.com/video/%D0%B2%D0%B8%D0%B4%D0%B5%D0%BE-PUWqZvVEtUs.html Just make your canvas 1 pixel wide and 5 pixel tall then color 2 pixel above black and leave the 3 pixel below as transparent and define it as pattern.

What does converting to smart object actually do to the layer? I have CS2 and I don’t think it has that option. Is it a necessary step?

There is no "horizontal line" pattern overlay preset in new version of photoshop. :/ An updated video would be awesome.
