Nah, he's not good, nor has he ever been good at RP. He's fun and can make fun things happen occasionally, but in the sense of RP itself nah, he's below average at best. Because he doesn't know how to RP, he thinks going on power trips occasionally with his characters is "good RP" - been like this since forever on all his characters. Sometimes it's interesting, but most of the time it comes off as main character syndrome and tyrannical, ruining everyone else's RP in the process. Moon is kinda like that guy that's in your DND group that comes around every so often, but when he does, he ruins the party's current quest, then goes MIA for 3 months, then comes back and does it again. Then he says that everyone is taking him too seriously after everyone is fed up with his shit.
because hes literally rping as a cunning 'psychopath'. his first run he was leaving his old life behind because of a midlife crisis/mental break. he found people he trusted in chang gang, slim and prune gang who all fed his need for adrenalin and became people he liked as allies or even friends but hes always been a bit weird about it except with slim his soulmate psycho. anywho chang gang just betrayed him and cracked him again (while he was already on a path for more control ) so hes using everything he can to try to punish them for breaking his 'trust'.
