He didn’t care. He didn’t like Billy at this point of the movie and wasn’t interested in partnering with him on hustles. He was closer to the other guys tho. There is no honor amongst thieves. It wasn’t until later that he grew to like him.

Same I loved the line and didn't understand it. My new theory is that the seals and cetaceans at Sea World do tricks with a ball. They bounce the ball and around wack it with their flippers. e.g. rudimentary ball handling skills. If you were in a 2-on-2 vs Robert and his homie down on the Watts court for big money, and all you had was a flipper or a bottle-nose to try to wack the ball into the basket, you would surely lose. The kiss at the end was disrespectful, but to me, personally, the dismissive "GET THE FUCK OUTTA HERE" (1:16) when Billy tried to get the game going again was even worse. Just something about the way he said it would really piss me off IRL.
