point of attention: if the keeper is replaced, then a player must go off as well. I assumed that happened, only I didn't see that, so this might be stressed.

I think a huge problem is that the "culture" you mentioned is loosening more and more, and new players (especially players that start as adults or teenagers) can be really reckless and harmful both to themselves and other players. They always base their reckless actions on what is allowed (or not prohibited) by the rules and on what they see very skilled international players do, even when they are nowhere near those skills and control. And that makes the game more and more dangerous at the adult local level.

I understand where you're coming from, but if you take the long view, this "everything is getting more dangerous" feeling has been *always* been a part of the game (just like "kids these days..." 😆). Players have to be allowed to try to learn skills and use them in match situations; the real problem is that lower-level umpires at times lack the understanding, tools and support to make correct decisions and manage danger properly. But with better education (this is why I'm here!) and widespread messaging, we can do this!

If the keeper moves outside the 23, and you blow it for a foul, it would be taken from where the goalkeeper was right?

Moves? If a GK only "moves" outside the 23m, I'm going to remind them of their imminent danger. If they *participate in the match* outside the 23m, the foul is where they actually participate.
