From Asheville, NC, Waterville exit from I-40 (approximately the NC/TN line).
Follow the Lower Pigeon Forge River, pass rhe old powerhouse and drive towards the Big Creek Rangers Station. In other words, continue past the power station and take a left at the intersection. Use OnX or Gaia map app as people find this route a bit tricky to find sometimes. I always run into someone needing help. Just before the rangers station turn up Mt. Sterling Rd and it will turn into Forest Rd 288 by going left at the first Y on the gravel road. Old Buzzard Roost Rd). Most traffic goes up hill, but you will encounter some downhill traffic. The trail is narrow and passing can be difficult. Side-by-sides and dirt bikes are common. At he top of the trail you come to a gravel road at a T. Head left and this will take you I-40. The Buzzard Roost overlook will be on your left. The trail is marked by crosses painted on a tree. The overlook is just off the road although it is steep and slick. Use at your own risk. To continue to I-40, follow the gravel road which will be a series of switchbacks until it crosses a low water bridge. There are level spots past the bridge if you need to reconnect sway bars.
