I think that even the base form of Heisei Godzilla is able to kill Destoroyah. This is influenced by several factors. In his normal form, Godzilla is more agile and uses his beam more often. Destoroyah is vulnerable to heat and beam spam. For this reason, Destoroyah dominated the fight in the film against Burning Godzilla, because he only used 4 volleys against the enemy before using the infinite heat ray. Three short subsequent salvoes left Destoroyah coughing up blood. A regular heat ray is weaker than Burning Godzilla's ray, but clearly not millions of times weaker. The pilots of the Super X3 realized that his beam had become more powerful, obviously a comparison with his regular atomic breath. Therefore, Godzilla's Burning heat ray is weaker than the red spiral rays that were used against Mechagodzilla and SpaceGodzilla. Therefore, if the base Godzilla starts using the red ray, it is more likely to end up the same way as it did with Mechagodzilla and SpaceGodzilla. but due to its weakness to heat, Destoroyah will be injured even with a regular beam
