I think that, is not Godzilla because it would hurt people it is supposed to be a protector of the planet. I suspect that the one who causes all that damage is Mecha-Godzilla remember that in the post credit scene of the last film someone took the head of Ghidora it is possible that they are doing experiments to blame our friend zilla for the destruction.

Well I don’t think he’s hurting innocent people directly, he’s just attacking apex for a reason which I think might be a conspiracy that involves Mechagodzilla and Kong and Godzilla trying to stop this conspiracy by destroying apex while his fight with Kong is a consequence
