Outside there is no price regulation. They can just say anything they want but you have to bargain with the price. It's good if you have a bargain expertise.

It's cheaper because there is no tax there while outside they impose tax.

I heard you have to wear a mask at all times in Mexico, even outdoors. We will be in port in Cozumel and Costa Maya. Wondering if we should get a private excursion to avoid that situation?

Yes it is better to wear a mask or bring one in case they require then you have one handy. Things are changing frequently. It is better to get a private excursion and you can see a lot of them in the port. You can choose from Vans, Taxis or Buses. For buses or vans they wait until at least half of the seats are full. For taxi you leave right away. Happy trip friend!
