In his garou fight he was shown to have grown in strength at a alarming rate and didn't show any sign of slowing down. If he goes up against someone stronger than him saitama would have to scale above the person he's fighting. So if he goes up against beerus or goku, saitama would lose at the start but them scale tremendously past them.
