Goku has said the amount of ki to perform instant transmission and a Kamehameha at the same time drains to much stamina and ki that's why he isn't always using it. Hence why he can only use instant transmission so many times

Actually yes, she could keep up with UI, she was able to trap him while he was using it, but she lost to a lack of practical skill, she thought there was no way goku could get out. But she was still fast enough to react to his INSTA kill move but it was a hair to slow.

In the short manga of db heroes ( although the style is a bit ugly ) her feats are kinda crazier. Her freeze technique isn't only freeze the time and space/place but also the consciousness of a being, not to mention she can freely target the things she wants to freeze. Basically in the manga UI Sign Goku fight her while his consciousness is being frozen and he does divine warp kamehameha against her at the end ( while teleporting all over the place which creates an afterimage of multiples goku firing kamehameha at once ). It shows how terrifying of a technique called "ultra instinct".
In the middle of the fight when he went kamehameha I was thinking “oh another generic beam attack, why doesn’t he teleport close anymore?” Then he does it. Brilliant!
No. She is just a shit time manipulation user and is a disappointment of a god like all the other Dragonball gods. She could have done things like speeding up her own flow of time to basically have the same time freeze effect with zero counter to it and then age things selectively or even create a time distortion clone of Goku while he is firing an attack at her to counter him. All she did was firing stupid slow moving beams with zero sign of creativity at using her time powers. Guldo is more worthy of being a time god than her.

You can't use real-world physics *alone* to prove or debunk feats, especially if there are other supporting feats (i.e., Jiren being stated to be beyond time after beating Hit). For example, it is readily accepted that space is a vacuum and cannot transmit sound waves but it didn't stop Superman: in the 2005 For Tomorrow storyline, Superman rescues Green Lantern *after hearing a cry for help from across the solar system* 🤦🏽♂️
