Vegeta lost the very first fight against Goku. It could be said that he has lost every fight to Goku cause Goku always held back after the very first fight. This was clearly stated in the end of the Buu saga. Right before they merge to become vegeto or whatever they call themselves at that point. Vegeta is pissed at Goku because Goku held back by not going Super Saiyan 3. That is the whole reason for Vegeta originally becoming a Z fighter. Then he figures out exactly what Goku fights for. He figures out that is why he can never jump to Goku level. Vegeta even relying on Goku and giving his remaining power in the tournament of power says that he feels that Goku is the one that has the power or capability to beat Jiren. It is not the main character effect because it has also been stated that Gohan is the most powerful Saiyan but he holds back to much do to lack of fighter or killer instinct. This was also clearly stated in Super.

My theory on ui spiky hair:- As you know, UI can be reached by anyone. Its not only for saiyans like jiren, hit etc can reach it too but here's the catchy part the form that goku reached was the base form of complete UI that also the reason its shape is like goku normal hair(black hair) So, its next level must be Ssj1 UI and this form can only be reached by saiyans due too ssj thing. Also to claim my theory, the first person the ever unlocked UI was a saiyan also know as the father of saiyans. Before he could have finished mastering it with all the other form like ssj1, ssj2 etc he was erased by zeno-sama. So, UI is a saiyan technique that can be used by other but only to its base level
