Good Question: Why aren’t manholes flush with the street? 

In quebec instead of building roads on angels to deal with rain water they just dig the manhole down 1ft lower than the road. That way everytime you hit a manhole you do 500$ damage to your car 😂🤬

They are what they are and do what they do , if a plow hits it you'll hear it too lol.
