Reshuffling in Google Form is done to eliminate copying of answers by someone who is looking over your shoulder or looking at your answer. He can not copy your answers, because the order of questions has been changed (reshuffled) for each student, keeping the total number of questions and their contents the same. This is very important features in Google Form to keep answers by individual student anonymous.

Hi, If someone ask me to create a form for his site, then if I create it and then how he will check the responses? Do I need to create the form using that person's Google account? Or is there any way that I can handover the form to him.?

Yes actually. You can click the green spread sheet icon in Responses and get all responses in one spread sheet. Also you can select individual responses, copy, click on the three dots below and...I forgot...finally paste it in the same spread sheet below.
Is there a way to set the form to email you when someone submits the form? It doesn't seem to do that on its own, you have go to the form to see the responses.
You can see the data at the response option which is next to creating Questions or you can create a spreadsheet so that you can easily go through from all data and it will automatically stores the data as when responses are being submitted.
