That's it, either the Mark Ruffalo scale tops out at 4, or it's a Logarithmic Scale where the divide between 4 and 5 is an order of magnitude greater than the divide between 3 and 4, so that 5 is practically unattainable. Canonically I suspect the latter, since he said to "expect more from your Will-It-Blows".
