Even UK has put bans on these certain dog breeds because of sheer aggressiveness. However, I strongly disagree with your statement that somehow it is the sole responsibility of owner how the dog turns out. Pitbull constitutes 68.6% of total attacks whereas Rottweiler constitutes 10.4% and that itself speaks volumes.
