Thats a great question. this is a good resource for PECs docs.microsoft.com/en-us/partner-center/gdap-faq#is-pec-impacted-when-dapgdap-is-removed You will notice right under it has the competency question and a link to a location that doesn't tell you much. Most competencies honor the CPOR or DPOR model so if you remove DPOR/DAP you can still get it as long as you have CPOR. If you work with a disti, CPOR is established by them when they associate your MPNID with your customer records. If you are a CSP1 you can do that yourself when you provision subscriptions with them. Its all a bit confusing but I hope that makes sense. If you let me know what competencies you have i can get more specific.
You will want to start using the secure app model if you want to run powershell cmdlets on behalf of customer tenants. Are you familiar with that? In that scenario, you make an app registration and select the applicable permissions using Graph API. the MSOnline cmdlets will be depricated in the near future.
