It's very simple. The afghan nation has a lot of specific technology expertise. We all know that they can produce any part regardless of what it maybe in their engineering workshops. They are above the rest when casting parts and making sophisticated electronic panels. So why dies it surprise the west and its followers. To get these aircraft sufficiently airworthy to fly will not have been that hard. There are aviation engineers in Afghanistan and across the Muslim world who would have been willing to assist get them flyable. But there is a huge difference between an airframe that can get into the air, and one that has all the avionic systems working to make it a combat aircraft.
They probably got help from American competitors in exchange for access to the planes to study them . The Chinese are expert at reverse engineering and would definitely be interested. I'm assuming the Russians would be interested too.

Well, as a ex navy vet, I saw how we use the Philippines and others to do a lot of our maintenance work that we didn’t want to do. I imagine over the course of 20+ years we subbed out a lot or most of all the maintenance and repair work to the locals because they were cheaper and we didn’t want to get her hands dirty, so I think the answer is they probably fixed most of them themselves. Also, I don’t know if any of the repair manuals were left behind or if they were also destroyed watching the well planned out exit of US forces I somewhat doubt that any of the manuals were were destroyed

It's not repairing them that's the biggest issue, it's the parts. The black market for parts must be way richer than the US thinks. There are strict laws against selling certain parts to hostile nations but I'm sure someone is selling under the table and nations that have spare parts probably are not properly vetting who their customer really is.
