Bill not realizing he was in love continued to preform bad actions, in his eyes he was having fun, not really thinking of good or bad, and, due to his bad actions thats what lead him to be sealed, and thats when he finally realized and regret kicked in, over time he changes while in his sealed state, and wishes they could be together but cant go back, not on his own, now after dipper grows up realizing dipper also is in love with him but not showing it as much for obvious reasons, his regret becomes full fledge and all he can do is hug dipper in his spiritual form, probably unable to get away from his old body, he could probably possess dipper or someone else, but, that'd cause more harm than good and he learned his lesson the bad way, and if not, then, just wish there was a way to tell dipper that he loves him too, unable to do so, ironically, the expression on his old body representing a bit of how he feels

@@clickme351 i think he would, lets remember, bill wasn't evil, he was just chaotic and had wrong visions, dipper may or may not know it, but it looks like this bill regrets something, he was hugging dipper, not on the teasing way, but as if he regrets doing what he did, he probably realized at the end, that he liked the company people like dipper gave him, the reason he would constantly tease him without knowing himself, and once everything is done, well, like a common phrase says, you dont know how valuable something you have is until you lose it, even in the cannon it was made clear that dipper can accept others so long he knows their situation, he wont try to stop someone at first but talk them out, it didn't work with bill and so, bill, who only wanted to have fun and friends lost everything, eventually realizing, if he had not done so much harm, he could have had people like dipper maple and the rest as friends, of course the real bill doesn't seem concerned, but this one, with just 2 panels it shows bill's side, a tragic story of someone who aims for something that could be good, but takes all the wrong decisions and chooses horrible people, even when someone is all knowing, unless you actually want to know something you wont see it even if it were right before your eyes, bill is a great villain not because he's evil, but actually because he's doing what he wants, just taking bad decisions because thats his concept of fun, i feel like a grown up dipper would understand this, with enough time to think and search as to why bill would do something (remember he tries to understand everything) and eventually after figuring it out, let his obsession take over and confront bill, a different form a different time, if bill was brought back he might had lost his powers and couldn't cause harm, which would lead to a happy end in this case, although thats just a theory based on the tragic story those 2 panels show
