I think so actually. Yet, he didn't get as famous as Epic, so Epic is commonly portrayed as the first. Then again his AU did come out a good while ago.
And if you ask canonically who wins by far, green sans not only because he has 3 phases and several other phases in his repertoire, but because unlike epic sans, green sans is an exaggerated walking mememe, while epic sans, despite also using memes, does not use it almost always since he is more of an epic fighting character, while green sans embodies his own memes and uses them constantly to alter reality and the possibilities in their favor among other skills
