Love the views the negotiator has, he doesn't only want to save the hostages, he wanted to save the hostage-taker. Really a fresh perspective when it comes a hostage scenario.
Back then, that perspective was taught to most civilian hostage-rescue teams. Ika nga, the successful rescue is when you get the hostages and the hostage-takers alive.
The guy's story resonated with a lot of security personnel. What he did is wrong and he should go to jail. But, what he said about his backstory really drove home the point that many guards like him are paid starvation wages by security agencies. they are paid minimum salaries. About 15,000 Pesos or 350-360 SG dollars per month. They aren't regular workers and despite existing regulations that would say otherwise, they are terminated by bosses at whim.
the situation is still the same for min. wage workers like security personnel, in fact, even worse because of inflation. So sadly this attempted social outcry by the hostage taker did not have any effect. @@gerivega
I live in San Juan City and know Paray or Kuya Arch personally since I go to Greenhills frequently since I was raised in that city. Kuya Arch was just infuriated about him getting fired due to complaints made by people who visit the mall. During the time he got fired while his financial situation was bad to summarize it here it is: - Has a wife (His wife is pregnant during that time) - Child - If I remember he was in debt too So there's no reason for him to be fired like that just because of "some" complaints. That's why most of the people who sympathized with him were people from the area (SJC), specifically West Crame which is literally beside the mall. And his team leader kuya Cagais who wasn't mentioned in the video but you know him if you're from Crame wasn't mad at all in fact he got fired even though he helped diffuse the situation. One of the hostages was also my relative and she told me Kuya Arch wasn't scary at all in fact he was kind to the hostages, and the fact that the hostage that was interviewed at the end only cried due to shock and fear, and in the end sympathized with Kuya Arch because she knew his situation. And when the retired police BGEN said it was never their intention to "eliminate" Kuya Arch and had no SWAT personnel in the vicinity except for the ones who attempted to apprehend him. Well, first things first, the area has a rooftop surrounding the place where Kuya Arch talked to the media, and my cousin who was on-scene (not the hostage) saw SWAT snipers positioned and ready to shoot Kuya Arch if he pulls the gun on his waist. And when Kuya Arch was brought to prison let me inform you all that after a few days/weeks Kuya Arch's "CHILD" died because he was unable to pay for the hospital bills. The fact that they lack the background and history of the hostage taker is crazy. And to inform you all he's still in San Juan Prison and his trial is being held in Pasig which takes so long. Anyways, if sources online say he was 40 during the hostage-taking, first of all, he ain't that old during the hostage-taking he was still 32, now Kuya Arch should be 35. He should still have 3-4 years in Prison. Thanks for informing yourself by reading this entire thing I made what @SJ-fz3hr also commented is true and 100% factual.
Anyways the fact that the Police Brigadier General Yebra responded, I truly respect him since he kept true to his words and the only person who angered kuya Arch is Mayor Zamora not gonna lie. Sir Yebra you're a true police officer though you had a few slip-ups in the past you learned the hard way, you still tried your best we're still humans after all. 🎖
It’s sad that the corruption is real. Do you know what the complaints about him that got him fired? I don’t think his intentions were to kill hostages or he would’ve killed one or two. His intentions was to publicly expose and shame the government and his security company. That being said, Gofundme should’ve been started by the Phillipino people to help him. His child died in the hospital is all around sad.
@@TheHailstorm77 I'm not really aware but it's some mall guest complaining about how he treats other mall staff better than guests. I've only heard it from some guards days after the incident.
I like the fact that the hostage negotiator got the chance to redeem himself and even after that he remained selfless. His so called failure before became his biggest lesson and made him what he is today.
Honestly it wasn't even totally his fault. While we don't know the full circumstances of why the hostage taker at Luneta wouldn't back down, we do know for a fact that the swat team demonstrated some of the worst tactics when it comes to tubular assault.
Aside from SWAT, some TV networks are also responsible to the deadly Luneta bus hostage crisis. Simply because they became the hostage taker's live camera and he went up mad when the media covered how his brother was hurt by the authorities.
@@majorminor8557responding to this there was a very nice documentary about this hostage taking. Please search "Tragediaries" he has only 3 videos, and one if them is about the Quirino grandstand hostage taking.
Marami pong Salamat CNA for this wonderful take on this incident. I just hope and pray that Mr. Alchie Paray will be given a fair system and wouldn’t experience any unjust representation. I’ve seen some of his interviews, and it seems like he’s a sincere man. He’s been wronged and I guess he’s already at his wits end. 2026, I aspire him to become a better person, achieve forgiveness, wellness and success in life. Yebra is not at fault with the Luneta hostage taking, it was the media. They are broadcasting what's happening outside the bus and the meeting of the officials. The hostage taker knew everything cause the tour bus has tv inside. They should've stopped the live broadcast so that the hostage taker won't see where the police are coming, even the practice drill for how the police will get inside the bus was broadcasted. 8 people died because media wants the latest "scoop".
Same mistake the media did on Quirino Bus Hostage Crisis wayback 2010. And yes, Yebra was really made a mistake that time. He lied to Mendoza, which led to other people to negotiate.
Wala lang naka pag educate or advised kay Paray but bcoz of his superiors pangingikil ng pera hecwas pushed down to his limits.sbi ni Burton i choose not to believed in God who does to us what we are doing with each other.kaya wala daw syang God.
Kudos to police negotiator Gen. Orlando Yebra despite a scarred by a past crisis that gone tragically wrong he was able to rise to the occasion do his job well and to San Juan City Mayor Francis Zamora for time of facing the hostage situation and coming on top resulting in a more favorable outcome. Bravo guys, God bless.
Wow the actor and his build was so alike the hostage taker. Great job CNA on producing the documentary including all the footages and give a well balanced view. Was amazed at how they managed to get someone who had reported both the luneta and greenhill incident, and link both incidents well. Including the negotiator who happened to be present in both incidents and shared the differences and what had been learnt.
seems nobody has mentioned this but salute also to the employee that was able to escape but the cops had him go back in and talk to the people hiding in the women's restroom!
@chrislopez218 I personally think it was not a dumb move. If I was one of those employees hiding in the cubicle, heard someone unfamiliar, I would hesitate to go out, thinking he maybe the unknown hostage taker pretending to be a cop. Kudos to the employee who decided to go back to save more of his colleagues.
Sir Yebra, you are one of a kind. Calm and collected and so humble and so soft spoken and I can see in your eyes the empathy to the disgruntled security guard. 👏👏👏
I remember this guy way back 2009 dalawa lang kami sa site that time. Matagal na syang security guard and I remember also about his agency's na minsan hindi sila patas sa mga Tao nila.. I hope his okay now ❤
I feel what the hostage taker was going through. My husband was a former security guard and unfair and unjust practices really happens inside the security agency. Example: Delayed Salary, No Overtime Pay and Too many overtime work etc. tapos alisin sa work kung ayaw sundin gusto ng supervisor na super demanding. Very wrong ginawa Niya but that Action shows how injustice can push a person to do wrong. Hopefully, that's an eye opener for security agencies. And hoping every now and then agencies would be monitored.
What he did is wrong, morally and legally but let this be a STRONG reminder to employers. You are managing people not machines. You have to be a leader and not a boss. Mahirap isantabi ang sarili bago ang iba pero bilang supervisor or manager, ikaw ang bridge between the company and your people. You have to make sure that good communication is there. On every corporate decision, hindi lahat tatanggapin yun. It’s a blend of accommodating, compassion and decisive. Also, you have to be just and maintain integrity. Remember, you also leave a legacy sa mga tao mo. Mahirap yung may disgruntled employee ka dahil hindi ka naging just and nawala ang integrity mo.
@@flyingwithanything27 no one disagrees with that, op's point is that something's wrong with the work culture and it pushes vulnerable people in society to do unimaginable things like this, and that needs to be addressed *too*
Even if they're managing machines, it's still important to take appreciation of those working for them. At the very least, appreciation. But it's better to have respect and compassion. Which rarely ever happens and I hate it. It's the least they can do if they didn't wanna pay their employees well.
I remember this happening during the pre pandemic scare, was monitoring the news overseas then this news pop out. The negotiator Gen. Yebra Jr, did learned his lesson the hard way from the tragic Luneta hostage situation. And the outcome was nearly perfect beside the injured supervisor. My heart goes out to the hostage taker with his grievance on abuse and injustice from his supervisor and agency (which sadly happens often than not), and to the hostages who suffered trauma and/or mental health issues after the incident.
As a retired senior detective myself, it is clear that there were just too many people trying to get involved in this case to try and make a name for themselves. The only people who should have been involved were the negotiator and few few experienced operatives to gather information from escapees. Everybody else needs to take a step back and let the trained experts do their jobs. And that means the senior officers butting out, too. It's not a media op for senior officers to try and publicise themselves.
I agree. In the Philippines these bigwigs think unfortunately that they are helping but they might even make this volatile situation worse. Maybe awareness is key. One thing im speculating is the reason they are meddling is because of the heads that will roll once this situation went haywire. My 2 cents.
Welcome to the Philippines where there is like this situation those are "MARITES" even there is an encounter between the military and terrorist you can see this scenario
I worked as a guard in one of the most successful mall chains and I can testify kung gaano ka liit ang tingin ng mga client sa mga guard. Halos walang day off kasi walang tao kadalasan once or twice a month lang our duty is 12 hour duty. Kailangan mong pumasok 30 minutes early UNPAID for the discussion na paulit ulit naman cyempre sasabihin nila na agency dapat namin ang sumagot doon but get this evey time na dumarating daily time record namin na AUTOMATED Hindi kasama yung 30minutes. Kaya sana yung mga mayayamang tao dyan please just try to be nice sa mga guard kasi at the end of the day mayayaman parin naman kayo ehh.
our profession, is the most exploited... guard for 18 years.. very tight qualifications but no extra compensation.. mabuhay ang mga security guard na Pilipino!

I can't really blame the frustration that people here in the Philippines feel. I have friends who were supposed to receive a covid bonus because they worked for a certain hospital and they were supposed to get it last year (2022) but here's what happened. They received only half of the bonus in the middle of the year but it was deducted because of "additional expenses". The other half? They're still waiting until now and it's going to be 2024 in 2 days. It's literally survival of the fittest here in the Philippines. Me? I don't work for anyone anymore. I work for myself. It's hard, but at least I don't have to pretend like I like my boss and supervisors and pretend like they're such amazing people.
Mga injustices pero kaya natin tong labanan in good ways.. In the end walang masamang nanalo.. What goes aroud comes around. LAW OF KARMA
The Greenhills area (GH Mall, V-Mall, Promenade, and Shoppesville) is like having Sim Lim, Bugis, Funan, and Plaza Singapura crammed into 16 hectares. Compared to the clusterfuck of 2010 in Luneta, this was much better handled. The problem with Luneta was that way too many people wanted to handle the situation their way: The idiot Mayor of Manila who used to be the chief of Police and acted as if he’s still running the Police, the media at a time when they empowered themselves to broadcast everything to everyone including the perpetrator who saw everything on the bus TV, the Vice Mayor of Manila who had no business being there but decided to pull strings to get some demands of the perpetrator met, and the Police themselves who should be running the negotiations but were relegated to spectators behind politicians and the media. For Greenhills, there was just breaking news in the morning … no news coverage throughout the entire day… and it ended with most people forgetting that it actually happened. It also helped that the San Juan Mayor is a young, first timer with no intention of looking like a hero.
i remembered the time when the media broadcasts the position of the SWAT snipers to the hostage taker, when I saw on TV that they've broadcasted the snipers I just face palmed thinking this shit's going to blow up real bad, the current chief of police, the mayor and all their underlings have the gall to go to a posh resto because "it's time to have lunch, our fatasses are tired because our brain is 20% smaller than normal". the police strike team at that time doesn't even consider the bus' structure, where to enter and where to ambush, they tried breaking the glass and throw a smoke grenade and miss the hole like a moron, probably due to panic because the gunman started executing everyone on the bus when he saw on the news his brother and son getting dragged like an animal
I think Raffy should not blame the main negotiator during the luneta bus incident, its mostly the fault of the media broadcasting on real time, the swat position while the hostage taker watch in the bus tv that agitated him the more. The media should have a consensus on the proper way to handle reporting during hostage crisis to help rather than escalate tension.
Sad to see that a person was pushed to his limits and did what he did because how our society works. Don't get me wrong, Paray should still be liable on what he did. But, our system/policies are made by humans, and it should be in favor of the wellness and well-being of people. However, this is not the case and that pushed Paray to do this and after all he did, nothing has changed. My uncles are security guards, and they would work 12 hours per shift and if their buddy can't go to work they'll be covering that shift too. Imagine security guards in the Philippines are holding guns, but they lack proper rest and sleep and on top of that they are underpaid and most often contractuals.
i come from indonesia, but this guy story hits home. many employers/higher ups think that staffs and employees are just dispensable pieces they can do whatever they want. when someone get fired / lay-off the reason could be anything the employers want no matter how good they do the job and good attitude. staffs / employees hardwork to make the workplace better often never get even a praise or notice by anyone instead gets expected to work more than our work hours
The journalist sounds like he was blaming the negotiator. The one who has to blame on that day luneta hostage incident was the media and authorities that allowed them to televised what is going on he saw on tv inside the bus theres snipers and really pissed of the hostage taker and that ruined the negotiations.
Media tlga may kasalanan nyan nung 2010 hostage crisis pinakita nila yung kapatid na inaresto kya ngwala yung Mendoza at nAmaril sayang nga eh sana pinalapit ang media pra sila nlng mabaril tutal mga gago nmn yng mga reporter n yan
@Raffy Tima in 2010, you might want to mention that it was the media who triggered the hostage taker to shoot by showing his brother on live tv being held on. So, it was not solely the negotiators’ responsibility.
@@Armuandist isn't it ABSCBN also the one who put their cameras in front of the bus to get the biggest scoop? fckin assholes only thinking of themselves when other people's lives are in grave danger
It's strange for me not remembering or at least hearing this incident happened considering that I was working in Manila during that time. All I can recall from that month was there was already a case of local transmission of Covid-19 (and it coincidentally started there in Greenhills) and the whole country was about to be put on quarantine/lock down 2 weeks after that hostage taking incident. So I'm quite shocked to know right now that this incident happened and it somehow escaped my memory
Same. I had so many friends in San Juan City pero di rin sila aware dito. Maybe dahil nakafocus ang mga taon sa COVID news that time kaya natabunan na yung ibang news
I personally know someone who was a hostage. Some facts she shared: - the negotiations that calmed Alchie down were mostly thanks to the hostages inside. In her opinion the police and mayor just prolonged the situation. - the bosses that publicly apologized werent fired - the mall’s security agency was fired, all guard were replaced. - Alchie asked for Jollibee for the hostages, but were only given bread from mercury (store next to the exit). Then police had jollibee after 😂
@@kalibre.2228 it was her experience and her opinion man, not mine. Another Fun fact, the mall said they will move the admin office after the incident, but its been 3 yrs and they havent moved 🤣🤣🤣
it would be stupid to think the hostage taker will just walked out and surrender by just a mere talk-nu-jutsu by them, the hostages, "nakalabas na sana kami kanina pa kung walang mga pulis or civilian negotiator" - ano yun nang trip lang ganun? also it's not a good idea to always give in sa mga demand ng hostage-taker as it will only make him more demanding, the officers need to maintain a control in the situation even when they have to lie just to think that they gave him what he asked for.
More praise and respect to our brave hostage negotiators. Thank you for the mayor of San Juan City and to Gen. Orlando Yebra and more Glory to our Almighty God in granting our prayers of peaceful outcome to this troubled world. And thanks to our police and SWAT team for being at the ready to safe guards our communities.

The General went through some difficult experiences especially with that hostage taking that ended in tragedy. But in the end, I think he's a decent man who's really good with his job.
it wouldn't end up tragically if the media wont interfere and do live scoop because there was a TV inside and the hpstage taker knows the every move of the police and what's really is happening.
In this case, the next hostage taker now knows that there will be a lot of cops in civilian clothes around him no matter what the negotiators say. I think, these negotiators and police men just betrayed the trust of the next hostage takers. They just made the life of the next negotiator harder. It was clear that the hostage taker was calm and was ready to surrender to face the consequences of his actions but some police men are not willing to let go of their opportunity to make name for themselves even if it takes inappropriate action.
It was surreal and devastating and yes gusto nila ipamulat kung anong mga mangyayare at pov sa ganong pangyayare pero they’re not mindful for this. I honestly cried for him for that battling for himself pero for them I’m happy also. Sana they not mention that strategy instead it was a mechanism for him to help him and not to harm him. It more highlights the other hostage takers sa anong pede panilang maging mindset.

I can relate so much to this guy but of course what he did was wrong and unlawful. I worked as a security guard for 10 years and I've witness and experience myself how poorly we are treated by the agency and the company that we are serving. Here in the Philippines, as a security guard, we rarely get respect from people that we are protecting, and most are annoyed with the security protocols we are implementing. Only few people appreciate the work and effort we put to it that's why I resigned and got a new career.
Hindi kc totoong kriminal c Archie Paray...kung accurate killer yan...ceguro marami ng buhay ang nawawala sa mga hostages, pero nanaig pa rin sa kanya ang kabutihan...biktima lng sya sa mga abusadong agency, Hopefully there would be a lesson to learned sa mga corrupt agencies.....❤
Well detailed, well made. There's snippets and behind the scenes footage frok the actual incident. Kudos to CNA for making such a spectacular documentary. What can improve this further is to include the actual statements of Paray and he himself be interviewed to get his side of the story. Since he is reknowned as the "Pinoy Joker".
This so sooo crooked! The Negotiator,SHOULD NOT HAVE BEEN DEMOTED for the luneta hostage event! He cannot control what the hostage taker would have done. Even if you gove EVERYTHING the hostage taker wants, there is ABSOLUTELY NO GUARANTEE he will do what the people on the other side of that line wants!!!
I do agree with you but that's just how it is, you have the most critical role even though you're not the one who fcked up you're still going to be on the chopping block. responsibilities go up when you take huge risk jobs like these. just think of a new recruit fcking up his job and you're his supervisor, his fck ups is your fck ups.

Very good job Mr Mayor and General Yebra (Ret). In the US, all police departments have trained hostage negotiators at the US FBI Academy. I hope more will receive this specialized training in the Philippines. In addition, please issue body cameras and body armor protection to all of your PNP. God Bless all of the victims 🙏
Hostage response 101: 1. Don’t let anyone communicate with the hostage taker that is known to him, 2. Don’t let a former hostage go back in to do your job. 3 secure your perimeter. 4. Shut down utilities. 5. Use only a trained hostage negotiator. The mistakes made did not get people killed because the suspect was not interested in hurting others not because the police were good at their jobs.
i really love watching documentaries, especially documentaries that happened in our country. kudos sa production!! sir yebra, you are one of a kind! it was sad lang knowing na you recently passed away last friday (june 21). maraming salamat sir! maraming salamat dahil madami kang nailigtas na pilipino. 🫡
imagine living in the Philippines and losing your job for no reason, then you go mentally blank, this occured for a reason and Philippines need to learn from this
I don’t think the guys intent was to kill any hostages. His intent was to expose the corruption of his security company. If he hadn’t done this publicly, nobody would know how the security officers go through and the hardships. He was in a lot of pain and it was the only way he will be heard. That saddest part is his colleagues understood where he’s coming from and can’t speak out due to retaliation.
The hostage taker in the luneta hostage crisis also didnt have any intention to harm in the beginning. In fact, he assured the hostages at first that he is just doing this so his voice will be heard. The hostages thought they will be released soon and they can still do some shopping. But because it was handled badly, the wost case scenario happened.
These corporations are problematic because many SM malls and other shopping centers expose security personnel to heat without any form of cooling or even air conditioning. It's truly disheartening to witness the abuse of many workers.
I beg to disagree with your comment. You're way off-target here. Are you aware of the real situations inside these agencies? Most of them pays their SG minimum wage only, some even below min. wage and some don't pay their overtime even though they've been working for a minimum of 12 hours daily. That's the usual situation of security agencies in the Philippines.
I was a former Security guard somewhere in NCR Metro manila. Very emotionally draining pa ung work lalo na ung ibang kawork mo.
For me in this kind of hostage senario in Philippines SAF: is the best unit to handle this situations they have proper training and equipment they act fast and plan strategically good for infiltrations SWAT: have training and equipments too but for me they are much better at just securing the parameter in the area POLICE: just a big NO!!! the most corrupt unit no one trust this one
What a nice true and documentary story. The bottom line. Employers should be fair and just and should have a fair big bosses of the company and treat lowly employess fairly. Very proffessional ang pag handle. Felt may divine intervention jse nakita ko nag sign of the cross si Mayor and honest and pure ang intention ni Police Negotiator. GOD BLESS YOU ALL. THANKS
This is old news that took place years ago. The title of your documentary (and the lack of the date on when it happened) makes it look like this happened fairly recently, which is incorrect. This erroneously recycles the wrong impression that the Philippines is a dangerous place and tourists should not visit it. Please date your documentary correctly. When this incident happened many years ago, tourist arrivals dropped dramatically seriously affecting many Filipinos who depend on tourism for their livelihood.
What a great documentary. Now, malinaw na sakin kung bakit. Lagi tong nababalita nung 2020.
i notice the way the police arrest the hostage taker..so excessive because he is only one man...almost 15 or 20 police officers are trying to take him down..they could just assign 5 to 10 officers to take him down. need to assist the situation not to use so much force..
I don't really care about how he was subdued I want to know what happened to the corrupt supervisors? Was his message heard or was he just another paraded "trophy"?
It happened in March 2020.. we're nearing 2024 and yet he is still currently on trial.... Should i explain why there are so many people that are against the SYSTEM?? LIFE IS VERY UNFAIR 😢
yea in hindsight it looks embarrassing but he still have the gun and 1 hostage beside him. would you arrest an armed man peacefully, what do u think would happen? as long as he hasn't voluntarily surrendered his gun, he's still a threat
@@krzay Yes, the gun was still with him but it's tucked in. It was still with him because nobody hasn't asked him to surrender the gun in the first place. The brute force they used was premature.
In China 🇨🇳, violent crimes are usually committed by the state, not individuals. Victims of violence are by the thousands. - Examples are: Tibetans in Tibet and Uyghurs in Xinjiang.
In the Philippines, they are done by Chinese and local businessmen who'd slaughter anyone who turn himself in for rehabilitation (or cooperation with the police) out of fear of snitching on their "business".
