The team of Border Patrol officers awaited the arrival of this Greyhound bus and then asked each passenger getting off the bus and those remaining on the bus if he or she was American. Those replied in the negative were asked to show their passports or alien resident card. The three arrested presumably possessed documents indicating that they had overstayed in the U.S..
The Border Patrol appears to conduct this type of identity-screening interviews only on intercity bus passengers; it does not seem to target passengers on airlines in the U.S..
