They can’t refuse to pay you. They can offer you a chance to refuse your winnings in return for the ability to keep playing, but if you’ve already won then they legally have to pay you.

You're right. You can tell the chips are the $1 chips everyone gets in the different colors. If they were betting big you would see the lavender $500 chips or something larger. This was probably closer to a $2-3K payout.

The casino is HAPPY. A bunch of drunk friends screaming with joy in the casino because they won is the PERFECT environment for people wanting to gamble MORE money. You think casinos WANT people to lose every game and be depressed and glum all day? They WANT people to win, and provide free advertising when they celebrate.
I play roulette at every Casino I go to. This is my number one go-to game. You cannot make it up when the ball lands on the number you're declaring, and you can feel the excitement in the AIR. They hit big! I'm happy for you. I know the feeling they all were having. It's happened to me.
Supposedly that happened to my uncle my father's brother in Reno back in the 70's. He supposedly won a car on a slot machine with witnesses to boot and the Casino said he did not because the 7's were not aligned perfectly. My Uncle and the other witnesses started raising cane about it, and the casino called out security. My father said these huge men that looked like they stepped out of a mob movie asked what's the problem. All the witnesses all of a sudden disappeared and my father and his brother were the only ones left. My father told me his uncle was not willing to give up the argument and my father had to drag him out the door with my father trying to convince his brother that the car wasn't worth them ending up in a shallow grave.

The most money you can put straight up on a number in Brighton is £200. The claim that they won $3.6 million is ludicrous. There is no way there would be $100k on that number. They probably won a few grand.

Not true, All casinos have Pit managers and those Pit Managers radio floor managers. With large bets, They have the right to allow or refuse the bet. But once floor manager agrees, then the person who spun the roulette wheel doesn't get in trouble.
I feel like roulette would have the least consequences. Even other dealers are just supposed to do their job, so even catching card counters (advantage players) in card games is deferred to others. IOW, a casino doesn't want any player to think any dealer has any weight or bearing on an outcome.
It's the dealers and the muckers ( the other dealer that picks up all the chips) job to KEEP THEIR EYES on that table and bet, until all of the losing chips are swept. Also if it's a big bet there would be at least one floor person and at least 4 cameras are watching as well! That bet is super secure!

The dealer actually made a good move to stabilize the stack in case in their celebration they bumped the table and knocked it over. Then trying to pay out would be a mess. Good move on her part.

I worked as a Table Games Dealer for a few years (Blackjack and Baccarat, not Roulette), so I can tell you that all tables have a minimum and maximum table limit. As long as a bet is within that min and max a Supervisor/ Area manager/ Pit boss does not have the right to refuse payout, unless they suspect that the chips were stolen (they would need to have evidence of this). The only other time your chips would be removed is if you placed a late bet i.e after the dealer announces "no more bets". Big bets like this are not uncommon in VIP rooms, so the casino would have no reason to prevent payout unless they had evidence to prove the chips betted were stolen.
