According to the National Academy of Science: "The wheat spike is made up of a number of spikelets, with a terminal spikelet at its apex; each spikelet generates an indeterminate number of florets attached to a secondary axis, the rachilla. The number of grains set per spikelet is determined by the fertility of each floret." (www.pnas.org/content/116/11/5182) According to "Euphytica"- the Intl.
